Abstract
The article presents research which exposes the stakes of non-recourse for public action in France. It discusses the progressive establishment of the question of non-recourse in France. It sketches a quick overview of sectoral and territorial public actions related to the question concerning access to rights which shows which actors, and for which objectives, look to treat poverty as a risk linked to the non-recourse of social rights. Topics include an overview of the international scientific debate concerning the link between poverty and non-recourse and the notions of individual and collective empowerment.
