본 연구는 전후 브레턴우즈 체제와 포스트 브레턴우즈 체제를 거치는 동안 기축통화 달러의 위상에 대한 부정적인 해석이나 전망들이 일반적이었던 이유를, 관련 연구의 대부분이 경제적으로만 편향되어 진행되었기 때문으로 판단한다. 그러나 이러한 시장친화적인 분석에도 불구하고 여전히 달러는 국제사회에서 기축통화로 기능하고 있다는 사실은 기축통화 달러의 위상유지 메커니즘이 정치적 요인에 의해 우선 결정되며 이후 형성된 정치적 환경을 바탕으로 경제적 요인들이 결합되어 유지된다고 본 연구는 주장한다. 이러한 문제의식을 바탕으로 본 논문은 포스트 브레턴우즈 체제에서 달러 위상 유지의 메커니즘을 화폐 환경 구축 및 작동의 정치적 우선성을 주장하는 신증표화폐론으로 설명하고, 이를 뒷받침하는 자료들을 통해 그 근거를 제시하고자 함을 그 목적으로 하고 있다. 아울러 본 연구는 기축통화 달러의 위상은 정치적 요인의 붕괴 없이 단순히 경제적 환경 변화만으로는 하락할 수 없기 때문에 향후 달러의 위상은 크게 변화가 없을 것으로 전망하고자 한다.
The purpose of this article is to explore why the expectations of a fundamental change in the global role of the key currency, the dollar, didn"t be fulfilled even if the demise of the key currency was widely anticipated from a variety of economic-oriented studies in the second half of the 20th century. So this article is trying to analysis the political mechanism of the key currency"s status through neo-chartalist perspectives. According to the perspectives, the moneyness of the key currency is maintained by political factors including money of account and taxation through dollar-circulating structure in the post Bretton Woods era. Against this backdrop, this article stresses the status of the dollar as a key currency in the world will not be collapsed in the foreseeable future.
