Abstract
The period 2000–2010 saw the rapid growth of Russia’s food production, especially in the grain sphere. Self-sufficiency in grain was the first necessary step that allowed the rapid expansion of other sectors, such as dairy and meat. This chapter focuses on the emergence of nutritional independence as the key political and security goal for the Kremlin. More specifically, we zoom in on Russia’s 2010 Food Security Doctrine, a key ideological document that outlines the regime’s end goal of nutritional independence. The first part of the chapter presents the Doctrine’s goals, ideological foundations, the reasons for its adoption, and its wider significance for Russian politics. In the second half, the chapter discusses the practical consequences of the Doctrine’s adoption and how the Kremlin prioritized self-sufficiency in food during the 2010 drought year.
