Abstract
[Purpose]Local public institutions, crucial for community growth, often face challenges due to rigid organizational culture and lack of innovation. This study aims to explore how positive psychological capital and perceptions of organizational culture impact innovative behavior, crucial for their sustainability. [Methodology]Using regression analysis on survey data from 410 executives and employees of local public institutions, this study examines the relationship between positive psychological capital, organizational culture perception, and innovative behavior. The moderating effect of organizational culture recognition was assessed through the Competing Values Model (CVM). [Findings]Analysis of the survey data revealed a positive relationship between positive psychological capital and innovative behavior. This relationship was found to be stronger when developmental or rational culture was high, and weaker when group or hierarchical culture was low. [Implications]Highlighting the role of positive psychological capital in enhancing innovation behavior offers insights for improving competitiveness in local public institutions. This study provides practical guidance for recognizing and managing organizational culture within these institutions.
