'中心任务'视角下的中国国务院机构变迁(1949-2018)

Abstract
既有国家治理研究较好地解释了国家意志在地方层面的贯彻机制，却相对忽视了国家意志在中央层面的贯彻过程。而承载着中央政府职能的国务院机构改革是观察这一过程的重要视角。基于1949-2018年国务院机构数据，从行政建制、行政级别、行政职能和机构性质等多维度测量并解释机构变迁历程。研究发现，中国国家中心任务的调整，推动党政关系、政市关系和政社关系等三重关系的变迁, 最终形塑了国务院机构'潮汐式'的周期性变迁。本文从公共组织中心任务的视角为理解国家治理逻辑变迁进行了探索。
The present literature about state governance has explained the implementation mechanism of the national will at the local level, but relatively neglects the central level. The institutional reform of the State Council, which carries the functions of the central government, is an important perspective to observe this process. Based on the institutional data of the State Council from 1949 to 2018, this study measures the evolution of institutions from four dimensions including organizational system, rank, function scope and characteristic. The paper finds that through promoting the changes in the three-way relationship including party -government, government-market, and government-society, the adjustment of central task finally shapes the cyclical changes of the 'tidal style' of the State Council. This paper explores the logic of evolution of state governance from the perspective of central tasks of the public organizations.
