This paper analyzes the changes in the management and history of Goul-bu(高鬱府) and Heungrye-bu(興禮府) during Late Silla and Early Goryo period. These are characterized by the point that in Early Koryo period(高麗初), they were reorganized into Ju(州) among Five Bu(府) which were newly set up in Late Silla period. Goul-bu was a base that westwardly guarded the capital Silla and General Neungmoon(能文) defected. He was identified as the same person with Geumkang fortress General(金剛城將軍) Hwangbo Neungjang(皇甫能長) and Daegwang(大匡) Neungjang . King Taejo sent back Neungmoon and made him protect the capital Silla. After defection, he was honored with the surname Wang and worked on the ground. And Heungrye-bu is a place southerly guarding the capital and Sinhak fortress general(神鶴城將軍) Park Yoonwoong(朴允雄) defected. It performed the same role as Goul-bu. After King Taejo visited royal district in Silla to confirm superiority, Goryo directly administered the two sites. According to it, two Bu were respectively reorganized into Yeong-ju(永州) and Ul-ju(蔚州) and duty of defense which was left to castellans on the ground went to Goryo army, being stationed at the site. In addition, Ye-ju(禮州) was set up in the northern part of Yanggyeong. It replaced the existing Bosung-bu(甫城府) in compliance with change of geopolitical situation. And Goryo set up Seon-ju(善州) in the intersection of the front line with Later Baekje. After all, Ju(州) set up near royal district in Silla was directly linked to the process of Goryo annexing Silla.
