Abstract
현재 시행 중인 자치경찰제는 그 도입을 위한 정책결정과정에서 정책대안의 급격한 수정이 이뤄졌으며 이해관계자의 정책선호의 반영여부도 모호한 측면이 있다. 따라서 그러한 정책결정의 과정을 탐구할 필요가 있다. 본 연구는 정책결정자들의 비난회피행태(Blame Avoidance Behavior, BAB)라는 관점에서 현행 자치경찰제 도입의 정책결정과정을 설명해 보고자 하였다. 이를 위해 비난회피동기 이론에 입각한 분석틀을 형성한 후 관련 연구물과 국회회의록, 기타 문헌자료 등을 활용하여, 제20-21대 국회에서 자치경찰제 도입법안이 거듭 발의되면서 정책이 수정되어 가는 과정에 초점을 두고 분석하였다. 분석 결과 현행 자치경찰제의 도입과정에 작용한 정책결정상의 비난 회피적 요소들을 파악할 수 있었으며, 이를 통해 비난회피동기 이론이 자치경찰제 도입 정책결정과정을 설명하고 향후 자치경찰 제도개선 과정을 관찰, 주시하는 데 있어 하나의 대안적 관점을 제공할 수 있다는 함의를 도출하였다.
There was a major policy revision in the policymaking process of launching the present local autonomous police system. In addition, it was unclear that whether and how the stakeholders’ preferences influenced the policy. Therefore, a systemic inquiring of such an unusual case of policymaking process is important. And this study made an attempt to examine that policymaking process from a viewpoint of the blame avoidance behavior(BAB). For the purpose of the study, a frame of reference was established based on the BAB theory. And by reviewing literatures including relevant studies, minutes of the National Assembly, etc., an analysis was attempted on the policy revision process of launching the local autonomous police system during the 20th to 21st terms of the National Assembly. Through the analysis, typical phenomena of the BAB was found out in both phases of the anticipatory- and reactive blame avoidance in the policymaking process. And it was suggested that the BAB theory is an informative approach to explain and observe the policymaking process of launching and future development of the local autonomous police system.
