본 연구는 델파이와 AHP분석방법을 활용하여 지체장애인 생활체육 활성화요인 탐색 및 우선순위 분석하고, 이를 토대로 지체장애인 생활체육발전 방향을 제시하여 활성화에 이바지 할 효율적인 정보를 제공하는데 그 목적이 있다. 연구의 목적을 달성하기 위해 5인의 전문가를 대상으로 델파이조사를 실시한 뒤, 이를 통해 쌍대비교 설문지를 개발 후 본 조사를 실시하였다. 본 조사는 지체장애인 생활체육 전문가 60명을 대상으로 실시하였고, 그 중 일관성비율 검증을 통해 신뢰도가 결여된 설문지 3부를 제외하였다. 본 연구의 결과는 다음과 같다. 첫째, 지체장애인 생활체육 활성화요인 평가영역의 우선 순위는 지도자, 재정 및 행정, 시설, 홍보, 프로그램 순으로 나타났다. 둘째, 각 평가항목에서는 지도자요인의 지도자처우개 선이, 재정 및 행정요인의 생활체육 예산 확충이, 시설요인의 장애인전용 체육시설 확충이, 홍보요인의 뉴미디어 홍보가, 프로그램요인의 장애정도 및 수준별 맞춤형 프로그램 개발이 가장 높은 우선순위로 나타났다. 마지막으로 복합가중치를 적용한 전체 평가항목에서는 장애인전용 체육시설 확충, 지도자처우개선, 생활체육예산확충, 우수지도자보상시스템구축, 지도자역량 및 자질강화가 높은 우선순위로 나타났고, 동호인리그 및 대회활성화, 바우처지원 사업 확대, 장애인 뉴스포츠 종목개발, 장애인체육채널개통, 체력인증제 시행 및 인센티브제공은 낮은 우선순위를 보였다.
The purpose of this study was to provide useful information and valuable data that can contribute to the activation of the participation of physical disabled in sports for all. The information and data have been gathered through priority analysis of the activating sports for all for the physically disabled by using Delphi and AHP methods. For achieving the purpose of this study, a Delphi survey had been conducted to five experts. The research was performed by the use of a pair-wise comparison questionnaire reflecting the data. This survey was targeted at 60 experts who concerned in physical disabled in sports for all. 3 questionnaires were excluded through consistency verification due to lacking reliability. The result of this study was as follows. First, it was shown that leader factors, finance and administration factors, facilities factors, promotion factors, and program factors in the highest priorities of the assessment spheres of the activating sports for all for the physically disabled. Second, the highest priority in each assessment categories was that improved treatment of leaders in leader factors, expansion of the budget for sports for all in finance and administration factors, expansion of sports facilities for the disabled in facilities factors, new media promotion in promotion factors, and development of customized programs by disability rating and level in program factors. Lastly, it has been highly prioritized that expansion of sports facilities for the disabled, improved treatment of leaders, expansion of the budget for sports for all, establishment of the compensation system for leaders, and strengthening leadership capabilities and qualities of a leader in the overall assessment categories considering the multiple weighted values. But activating the club league and championships, expanding the voucher supporting business, development of new sports events for the disabled, opening sports channel for the disabled and implementation of the physical fitness certification system and the provision of incentives showed low priority.
