The future is full of uncertainties – challenges and opportunities. To create a desirable future which could decrease risks and explore the potentials is always expected. Urban foresight, minimizes uncertainties with a long-term perspective study on the future, meanwhile, a blanket of short-term strategies is also developed for moving on to the future sustainability. Foresight and its design characteristics have become a focus area in sustainability science and system innovation research. Many scholars have also identified specific requirements for urban sustainability foresight. This thesis aims to assess the process of two cases of urban foresight (visioning) in China – realized for Beijing and Shanghai regarding their sustainability orientation, by deducting and elaborating a framework for assessing the sustainability orientation of urban foresight from various strands of literature. According to the comparison on assessment of two critical foresight cases, it presents that urban foresight in China could not meet all the sustainability qualities. With exploring factors caused differences of result of assessment, policy implications for future urban sustainability foresight development in China were also given.
미래는 불확실성 (uncertainties) – 도전과 기회로 가득차 있다. 위험을 줄이고 잠재력을 탐색하는 바람직한 미래를 창출하는 것은 언제나 기대되는 것이다. 도시미래예측은 장기적인 관점의 연구로 인한 불확실성을 최소화하는 한편, 지속가능한 미래를 추진하기 위한 단기적인 전략을 세우는 토대를 마련하기도 한다. 미래예측 및 이것의 디자인적인 특성은 지속가능성과 시스템혁신 분야 연구의 초점이 되는 영역이다. 수많은 학자들은 또한 도시의 지속가능한 미래예측(urban sustainability foresight)의 필수조건을 구체적으로 파악하고 제기 하였다. 본 논문은 선임연구인 중국의 두 도시 – 베이징과 상하이의 최근의 도시미래예측 사례를 케이스로 삼아 미래예측과정(visioning)을 도시지속가능미래예측 (urban sustainability foresight) 지표에 의하여 지속가능성을 평가하고 비교분석을 할 것이다. 두 사례를 분석하고 평가한 결과에 의하면, 중국의 도시미래예측은 아직 지속가능성 측면의 자질을 충족시키지 못 하는 것으로 나타났다. 이를 근거로 삼아, 평가 결과의 차이를 유발한 요인을 탐색하면서 논문의 결론에는 중국의 지속가능한 도시 미래예측의 발전에 대한 정책적인 답안들이 제시되어 있다.
