With China's accessioned to the World Trade Organization(WTO) and successfully hosted the 2008 Beijing Olympic Games, China's economy has achieved rapid development. China plays more and more important roles in international and regional trade. Today, China is not only the world's processing plants, Chinese vast potential market has attracted more and more attention. In the international trade, more than 85% transportation has been completed by using the ocean shipping. For China ocean shipping plays a more important role in the international trade. Now, the competition between ports is be coming increasingly fierce, in order to overcome the changes in port environment, the M&A of shipping companies and terminal operators, enlargement of ocean ships, the ports take a new strategy, the co-opetition, that is a neologism coined to describe cooperative competition. Firstly, this study analyzed the status of three ports(Qingdao, Tianjin, Dalian) in the Gulf of Bohai, and then put forward the feasibility and importance of co-opetition strategy between the three ports. Finally, put forward the concrete scheme of co- opetition strategy, the specific scheme as described below.1. To build the port competent department of the Bohai Bay.2. The formation of interest community.3. Strengthen cooperation with neighboring ports.4. The harbour to accept special goods.5. Feeder service cooperation between ports.
