대학수학능력 외국어시험 대안으로서 NEAT에 대한 인식 : 사례연구 중심으로 / An Analysis of NEAT as an Alternative to the Current scholastic Aptitude English Test : A Case Study

Abstract
생활에 필요한 영어를 이해하고 실제 일상생활에서 사용할 수 있는 기본적인 의사소통능력을 기르며, 영어의 4가지 영역(듣기.읽기.쓰기.말하기)에서 외국어학습의 능력향상을 그 목표로 두었던 개정 제7차 영어교육과정의 취지와는 달리 그동안 우리나라의 대학입시형 수능외국어 평가는 독해와 읽기중심의 고질적인 평가에서 벗어나지 못했다. 결국 말하기와 쓰기는 여러 가지 제한적인 이유들로 학교 현장에서도 등안시 되고, 이로 인해 우리나라 중등영어교육은 절음발이식 영어교육을 지속해왔다. 아직까지도 우리나라에서는 대표할 만한 국가영어능력 평가시험이 없었으며 매년 수 백만명의 공인시험응시자들이 어마 어마한 비용을 영어공인시험에 비싼 로열티를 지불하고 응시해왔다. 이러한 문제들을 해결하기위해서 교과부에서는 영어평가시험에 드는 막대한 비용누수를 줄이고 대입수능 외국어시험을 대체할 수 있는 한국형토플인 국가영어공인시험인 NEAT를 개발하게 되었으며 2012년부터 점차적으로 몇몇 대학에서 시범시행을 거친 후에 2015년(2016학년도 대입수능) 부터 전면적으로 시행하겠다고 발표했다. 이를 둘러싸고 일선 학교의 교사들뿐만 아니라 학부모들 사이에 의견들이 분분하며 긍정적인 반응뿐만 아니라 타당성있는 우려의 목소리도 적지않다. 본 연구는 NEAT의 시행을 앞두고 현재 고등학교에 재학중인 1000여명의 고등학생들과 현장에서 실제로 영어수업을 하고 있는 20명의 중.고등학교 남.여교사들을 통해서 NEAT에 대한 그들의 의견과 생각들을 설문을 통해서 조사한 후 결과를 수렴,분석하고 이를 통해 앞으로 시행하게 될 NEAT를 위한 올바른 방향을 제안하고자 한다.
The purpose of this study is to explore the perceptions of secondary English teachers and students on English education and the National English Ability Test (NEAT). Having developed by the Korea Institute for Curriculum and Evaluation (KICE), the NEAT is scheduled to be used for university admissions from the year of 2012, though the final decision is yet to be made. The NEAT is designed to measure the holistic English capability, which contains four domains: speaking, listening, reading, and writing. If the test does replace the current English test for university admissions, it will have a huge impact on the English education in Korea, especially the secondary English education. Though KICE and the government have been focusing on promoting bright prospects for NEAT, some concern that the test might pose some negative impact on the English education in Korea, especially for students in the transition period. If the current schools are not fully ready to provide what students need in preparation for NEAT, in particular speaking and writing portions of the test, the number of students relying on the private English institute could be more accelerated instead of being reduced. Furthermore, there are only few studies performed to show how much students and teachers know about the test and their preparedness for the upcoming evaluation system. Hence this study attempts to disclose the details about what teachers and students think of relations to English education and the NEAT. In doing so, this study conducted a survey with 980 high school students and 20 English teachers with a finely designed questionnaire. This study does not show overall perceptions of current English teachers and students in Korea. Hopefully, This study will be helpful to understand and enforce the newly-developed test, the NEAT, in the future.
