In order to efficiently provide high-quality medical services in line with the diversification and advancement of animal health services, it is important to foster professionals who can assist veterinarians and build a system to provide animal health services in teams. In August 2019, the Korean government introduced a new system called ‘veterinary nurse’ through a revision of the Veterinary Law and is currently set to take effect. In this situation, this paper conducted a phased study focusing on the scope of duties of veterinary nurse. First of all, it was pointed out that it may not be desirable to set a narrow scope of duties of veterinary nurse based on the background of the introduction of the veterinary nurse system. In addition, in light of system design and relationships with other laws, the scope of duties of veterinary nurse was derived in light of the current status of veterinary nurse similar systems in major countries.
동물 의료 서비스의 다변화･선진화에 발맞춰 양질의 의료 서비스를 효율적으로 제공하기 위해서는 사람의 경우와 마찬가지로 수의사를 보조할 수 있는 전문인력을 육성하고, 팀을 이뤄 동물 의료 서비스를 제공하는 체제를 구축하는 것이 중요하다. 이를 위해 우리 정부는 2019년 8월 수의사법 개정을 통해 ‘동물보건사’라는 새로운 제도를 도입하였고, 현재 그 시행을 앞두고 있다. 이러한 상황에서 본 논문은 전문인력 육성이라는 관점에서 동물보건사의 업무 범위에 초점을 맞춰 단계적 연구를 진행하였다. 우선 동물보건사 제도의 도입 배경 등을 토대로 그 업무 범위를 좁게 설정하는 것은 적절치 않을 수 있음을 지적하였다. 나아가 동물보건사 제도 설계나 다른 법률과의 관계에 비추어, 주요국의 동물보건사 유사 제도 운용 현황에 비추어 합리적인 동물보건사의 업무 범위를 도출하였다. 즉, 동물보건사의 업무 범위로서 특히 논란이 되는 침습 행위에 대해 이를 무조건 금지하기보다 일반적인 사회 통념, 행위의 위험성, 동물보건사의 자질이나 숙련도, 수의사의 지시･감독 정도 등을 토대로 일정 정도 허용할 필요가 있음을 제안하였다.
