Recently, China proposed a “Dual Circulation” strategy, which intends to promote domestic circulation by integrating the domestic market. Among them, county economic development could be the core of the Dual Circulation development strategy. This paper analyzes the characteristics of industrial structure adjustment in Cao County(曹县), a representative city in the southwest of Shandong Province, using grey relational analysis. The analysis results show that in the promotion of Cao County’s industrial structure, the grey relation degree of the secondary industry increased from 0.681 to 0.924, the tertiary industry decreased from 0.904 to 0.673, and the primary industry decreased from 0.794 to 0.663. In different periods, the industrial structure has changed from “tertiary industry>primary industry>secondary industry” in 1990-2009 to “secondary industry>tertiary industry>primary industry” in 2010-2020. The analysis results show that the industrial structure is more reasonable, and the development model with the secondary industry as the core has been established. However, the contribution rate of the tertiary industry to economic development is still low, indicating that the advancement of the industrial structure is insufficient. Evaluating the role of the government and the market through the analysis method of new structural economics, the role of the government has been strengthened, but with the establishment of the leading industry, the market mechanism has begun to play a role, and the government and the market mechanism have contributed to the advancement of the industrial structure in Cao County.
