Abstract
In Japanese legislative process, preliminary review system refers to the process by which a political party reviews a budget or bill in advance before submitting the bill to the National Diet (Japanese Parliament). In 1994, the non-LDP ruling coalition established the so-called “Political Reform Act 4”, a legal system for political reform that calls for the formation of proportional representation in small-sized districts and introduction of political party grants. From the preliminary review operation method, as shown in the legislative process of the “Political Reform 4 Act”, it was found that effective actualization of the policy can be achieved through mutual agreement between the political parties. However, for the ruling coalition, unlike the Liberal Democratic Party's preliminary review of the ruling party, the process of collecting opinions from multiple ruling parties intensified. In addition, there was a lack of speed in handling the bill and efficiency was realized by preventing duplicate legislation, such as submitting the relevant bill to the parliament twice for deliberation. This can be seen as a limitation of the non-LDP ruling coalition's preliminary review system in the 1990s.
