Abstract
This article predicts the 3rd Xi Jinping administration’s policy on the Korean Peninsula through the review of South Korea-China, North Korea-China relations over the past decade and China’s policy factors on the Korean Peninsula. Over the past decade, Korea-China relations have exposed their vulnerabilities, experiencing from the best relationship to the worst ties. South Korea and China are working to restore relations. On the other hand, relations between North Korea and China went through a process of restoring relations from the strained ties. There are three factors - intensifying competition between the U.S. and China at the system level, the worsening trend situation on the Korean Peninsula, and China’s continuation of diplomacy as a Great Power that will affect the 3rd Xi Jinping administration’s policy toward the Korean Peninsula. Considering the relationship between Korea-China and North Korea, which was led by the first and second governments of Xi Jinping and factors that affect China’s Policy toward the Korean Peninsula, first, the 3rd Xi Jinping administration’s policy on the Korean Peninsula will work in a framework of competition between the U.S. and China. Second, China’s conciliation and pressure on Korea are expected to continue repeatedly. Third, China will maintain its denuclearization stance on North Korea, but focus on maintaining stability on the Korean Peninsula. In the face of intensifying competition between the U.S. and China, The ROK-US alliance strengthening strategy of the Yoon Suk Yeol government requires a clear and agile alternative to how it can coexist with the strategic cooperative partnership with China.
