Abstract
On December 9, 2020, the entire revision bill of the「Police Act」passed the National Assembly plenary session and after that it went through a pilot operation, and as of July 1, 2021, the autonomous police system was fully implemented nationwide. However, as the autonomous police system is currently in the early stages of implementation, there are many difficulties in establishing and establishing the system due to incongruity and incongruity in relations with the government or local governments, and trial and error in the project plans and tasks of the City/Provincial Police Committee. On the other hand, we find implications based on comprehensive research and in-depth analysis of the organizational types and institutional models of the Canadian autonomous police system, which is benchmarking other countries as an ideal model for the mixed-type autonomous police system, especially in developed countries with a long history of self-government system. The purpose of this study was to be helpful in establishing the local autonomous police system early. In addition, based on geographic, historical, and racial characteristics, the Canadian government grants political, economic, welfare, and policing powers to local governments. Autonomous police operate according to the financial capabilities of local governments, operate independent autonomous police according to language and cultural characteristics, and perform autonomous administration and policing under consignment contracts with state and federal police. In addition, it is institutionalizing the American mixed-type autonomous police system, which merges local governments with financial difficulties and expands the scale around large cities. The reason why the Korean police are considered as a safe and well-established country in the world is because each police officer has a strong sense of resonance, high morality, professional pride, knowledge, and basic awareness. However, the fundamental task of the autonomous police system in the early stages of implementation is how to overcome the overload of work due to limited police resources and the mistrust and conflicts that arise in the various decision-making processes. Therefore, in our time, the national police and self-governing police organically cooperate in a mutually cooperative system to reconfirm the problems inside and outside the organization as a whole, pay attention to quality improvement, and set up a wide range of services to the public in the era of multiculturalism and gender equality. It is necessary to recognize the necessity of a new autonomous police capability that is appropriate and make continuous efforts to develop it. In this respect, in this study, as confirmed by the Canadian autonomous police system, the government or local governments prioritized building a trust base through communication and sharing with the public in a flexible manner, and in detail, listening to difficulties from the public's point of view We propose to create a new era of self-governing police by activating the plan, developing a security stabilization program, expanding public participation opportunities through structural improvement, and changing the perception that all police officers in Korea are with the people. In addition, through the establishment of an extensive human network between the Korean autonomous police and the Canadian provincial and city police, mutual exchanges are continuously being made, and the rapid and robust security system of Korea and the policy of embracing the cultural diversity of Canada's mosaic thinking are mutually complementary. , expect to be reborn as a self-governing police organization that leads the development and adapts to the ever-changing era of high-tech and multiculturalism.
