Abstract
The purpose of this study was to suggest policy alternatives to reinforce sport instructor system in elementary schools. For this purpose, this study selected two sports instructors, four homeroom teachers, and four physical education teachers who were working in elementary school in Seoul and Jeollabuk province, using the criterion selection method. In addition, government reports and literature were collected as document data. In order to analyze the data, question analysis method was utilized and the repeated member review was carried out to ensure the trustworthiness of the data. The results of this study were as follows: First, in the educational field, the spread of mutual expediency of teacher-sports instructor was found as a problem that sports instructor led the class actively or solely. As a solution on this problem, this study proposed to clarify the roles of sports instructors more specifically and institutionalize them, so that they can be observed strictly. Second, we found out the phenomenon that the sports instructor 's job stability has been vulnerable because of the 11-month contract. In this case, we proposed at least 12 months contract to reinforce sport instructors’ stability in their job. Third, as an alternative to the low stipend level of sports instructors, it was proposed to change the name of the instructor as a professional instructor for physical education and to raise the salary level in accordance with the working conditions similar to English conversation professional instructors. In addition, it proposes to give a single lecture right to sports instructors, and to give a greater role and authority to school sport club management and operation that can exert physical education expertise in elementary physical education when this is impossible.
