The fear of fine dust perceived by Koreans, in recent years, has been found to pose a serious threat to daily life and health and due to the seriousness of particulate matter originating from China, this problem is no longer a personal issue but international one requiring cooperation of Chinese and Korean governments. China has rapidly emerged as one of G2 countries due to rapid economic growth fueled by policy of reform and opening, and has become the world's largest greenhouse gas emitter since 2007, surpassing the US. This is because of the fact that the Chinese government had focused on rapid economic growth and ignored environmental problems. The particulate matter has become a serious social problem in China as well as Korea, and in particular, the dust wind from desert in China and the harmful particulate matter from the industrial area have interacted with the abnormal atmospheric phenomena caused by global warming, becoming more extreme problems. Accordingly, with the purpose of solving the environmental problems faced by China and meeting the global standard as a response to environmental pollutant and climate change, the Chinese government has set up a national plan for improving the air environment and responding to climate change in earnest since 2007 and was preparing legislation that supports such efforts. Specifically, the Chinese government has emphasized continuously the importance of green and climate technology development. Chinese government, during the 12th Five Year Plan period, emphasized sustainable economic and social development through energy conservation and low-carbon technology development and, during the 13th Five Year Plan period, promoted the special plan about science and technology innovation for improvement of atmospheric environment and response to climate change. China's environmental pollution control technology has been developed continuously with the support from various policy by Chinese government, and China's policy to strengthen air pollution control may be a risk factor in one hand and an opportunity in other hand for Korean companies to export to China. It is indispensable, therefore, to study the Chinese legislation on promotion of atmospheric and environmental technology This study is expected to contribute not only academically to the field of Chinese legislation for solution of particulate matter but also practically to provide legal basis for Korean companies in environment industry to enter Chinese market as a new opportunity. In addition, It is considered that both Korean and Chinese governments should continue to strengthen and develop cooperation measures to improve the particulate matter atmospheric environment.
