This paper verified the problems of the conservation and usage of Architectural Heritages in China by analyzing the current national systems, and comparing them with the local systems. The results are like these; 1. The cultural heritage administration is one of the six cultural administrations in china. Three agencies belong to the cultural heritage administraion as well. Because there isn't any specialized department, it is practically difficult to show their abilities about the conservation and usage of architectural heritages in political and administrative aspects. 2. The developing local governments are suffering the shortage of skilled manpower and frequent changes of officials. These make the local governments difficult to develop specialized heritages for the regions. Some region is even using the old systems without improving because it is hard to do general tasks such as field investigations, and collecting materials. 3. There are rules that both central and local governments have to open their budget to the central government. However its public inspection does not perform the role as the local governments do not follow those rules. the lack of the legal regulation also caused the contradiction and misunderstanding about them. 4. It is necessary to have objective standards to evaluate the situation about the conservation and usage of Architectural Heritages. The differences of personal experiences and recognition of few experts are possible to deliver wide variations about the results.
