The Regional Human Resources Development Program have been carried out since 2002 as each local government has needed to develop human resources separately to step up balanced regional development. The purpose of this study was to examine whether the regional human development programs were being conducted efficiently in line with the national government's human resources development policies in an effort to provide some information on effective strategy setting and ways of ensuring the successful implementation of the programs. Research and Practice Synthesis Monitoring was carried out to analyze the implementation process of the regional human resources development programs. The policy behavior was checked in terms of input and process, and the policy outcome was investigated in terms of output and impact. These factors were adopted as the indicators of the monitoring after making a manipulative definition of the factors. The success of the regional human resources development programs require region-specific, down-to-earth planning and implementation. Although the regional human resources development programs are initially being implemented in association with the national government's human resources development policies, each region should push ahead with the programs in its own way in consideration of local environments and circumstances in order to guarantee the success of the regional human resources development programs.
