Abstract
Along with the initiative of a new senior high school curriculum framework in 2019, Taiwan higher education is experiencing a new round of college admission policy reform. The main change in this reform is the introduction of students' learning portfolios in the review process when the students submit their applications to universities. Different from the traditional test-based college entrance channel, the purpose of adopting the students' learning portfolio in the review process is to encourage students to build the sense of self-learning as well as helping the university's admission office to conduct professional review practices. However, there are still many misunderstandings against this new policy among the students, parents, and senior high school teachers. This paper aimed to narrow this gap by providing a thorough introduction to the new policy, followed by the introduction of the University of California system. The study further compared the similarities and differences between these two systems. The paper provided several suggestions in conclusion for both senior high schools and universities.
