Abstract
Highlights •A novel risk assessment criteria system is established with 4 dimensions.•PLTSs are firstly introduced to evaluate the criteria value to depict the uncertainty.•A PLOAC operator is proposed to deal with correlations of criteria.•Interaction-entropy measure of PLTSs is defined to determine the weights of experts.•Risk prevention suggestions are put forward based on the obtained case study results.
