Highlights •A rigorous solution is proposed to evaluate the lateral dynamic responses of offshore pipe piles in both seawater and layered saturated soil.•The influence of the hydrodynamic pressure on a pipe pile is more significant than a solid one.•Neglecting either the outer or inner water results in an inaccurate estimation on the natural frequency of piles.•The inhomogeneous distribution of the soil modulus significantly affects the displacement response and natural frequency of piles.
