Abstract
As a United Nations referendum approaches in which the original residents of Western Sahara will choose between independence and integration with Morocco, Morocco's King Hassan II has been spending a fortune to ensure that they choose the latter. Morocco has spent some $500 million in Western Sahara, producing roads, schools, hospitals, and housing. King Hassan has also granted amnesty to the Western Saharan rebels of the Algerian-backed Polisario Front liberation movement. There has been virtually no fighting since 1989. The voters' roll will be based on the 1974 Spanish census, which counted just under 74,000 Western Saharan residents.
