Abstract
The people of Western Sahara were supposed to have decided on December 7, 1997, on whether to become independent or to formally accept Moroccan rule, but the process of registering voters has been delayed. The UN is attempting to compile a register of the Sahrawi voters—150,000 refugees who long ago fled the fighting between Morocco and the Polisario, the Sahrawi liberation movement—that is acceptable to both sides of the conflict. The UN has so far identified 135,000 Sahrawis, but Morocco is interested in enlarging and diluting the electorate and insists on adding to the lists all 65,000 applicants from three tribal groups whose links with the land are contested by Polisario and queried by the UN.
