Abstract
Chapter 53 of the book "Health Systems Performance Assessment" is presented. It discusses various strategies to the make the results of a health policy survey comparable across different populations. Comparable scale of measurement could be created by using multiple items for measuring a particular domain and the incorporation of exogenous information. The use of Item Response Theory (IRT) and HOPIT model is discussed.
