Abstract
The authors call for citizen engagement to improve provision of oral health services. They cite reasons for the slow progress in oral health systems including lack of clarity about essential oral care, disconnection of the oral health community from the broader health community, and provider influence within the oral health policy ecosystem. The advocate for citizen values to be used in policy-making and citizen involvement in the development of health system performance assessment frameworks.
