Abstract
The author points to a recently emerging conceptual framework resulting from a thirteen-year programmatic series of studies developed to assess information needs and uses in a wide variety of contexts. This paper describes that model and a related technique of interviewing library users called neutral questioning, based on the sense-making model which is also presented in depth. Application tests of neutral questioning are also included. The author makes suggestions for future research into the circumstances which best favor this approach, how users react to it, if librarians can maintain the approach in the library environment, and its effect on interview time and success.
