Abstract
nalyses the concept of a failed state, including the structural competency indicators of a failed state and the reasons why states might fail. Considers the challenges posed by failed states to the international community, and notes the lack of consensus on the best strategy of state reconstruction. Discusses the option of the international community participating in shared sovereignty or trusteeship arrangements with the failed state, made possible by the changing notion of state sovereignty.
