Abstract
Examines the determination by OFWAT of the wholesale access price offered by Anglian Water Services Ltd to Aquavitae (UK) Ltd. Reviews the statutory obligations on water undertakers to offer terms for access to their network to licensed water suppliers, noting the three types of access under the Water Industry Act 1991 ss 66A, 66B and 66C and the costs principle in s.66E. Comments on other possible interpretations which might be applied to the costs principle.
