Abstract
Discusses whether the United Arab Emirates (UAE) Federal Law 7/2002 for Copyright and Neighbouring Rights should be reformed to address the challenges and opportunities of modern digital networks and to approximate towards other countries' copyright law systems. Considers whether the UAE needs a safe harbour to protect Internet intermediaries from infringement liability, exceptions to copyright to permit fair use, limits on anti-circumvention, measures to promote Creative Commons licensing, and policies to assist education and research.
