Abstract
This paper explores the role of states in developing policies and programs to deal with chemical exposure. Massachusetts' effort to develop data systems and other elements for managing exposure to hazardous materials is outlined. To be effective in managing hazardous materials, states need to develop more expertise in the assessment of chemicals and in the implementation and enforcement of chemical regulations, training of personnel, and the establishment of laboratories and other services.
