Abstract
The author asseses the performance of the Federal Energy Administration (FEA) by subjecting the agency's policy feedback mechanisms to the evaluative criterion of bureaucratic responsiveness. This standard allows an examination of the correspondence between FEA policies and the unarticulated preferences of public opinion and the articulated demands of energy interest groups. The Agency was criticized for emphasizing opinion manipulation, although there is no data to support a causal relationship between FEA efforts and resulting societal preferences. Social awareness of the Agency's activities was minor and only the Office of Exceptions and Appeal appears to have functioned as Congress visualized.
