Abstract
This Federal Reserve economist comprehensively assesses the effect of the 1996 welfare reform on children's welfare and finds that no progress has been made in key areas. He shows that the reform legislation does not address basic childhood problems: poverty, health insurance, teen pregnancy rate, child care, and early childhood education.
