이 논문은 고구려･신라･가야와의 관계 속에서 성왕의 대가야정책을 살펴보고, 당시 신라와 가야를 둘러싼 경쟁관계 속에서 551년 한강유역 전쟁의 추진 배경을 고찰한 것이다. 성왕의 대외정책을 살펴보면, 가야지역 진출에 가장 적극적이었다는 사실을 알 수 있다. 고구려와는 대립적인 관계가 지속되었지만, 무령왕과는 달리 한강유역을 둘러싼 치열한 전쟁은 없었다. 그로 인해 무령왕대의 상황에서 큰 변화가 없었지만 529년에 고구려의 공략으로 한강 이북지역에 대한 영향력은 일시적으로 상실했다. 신라와는 표면적으로 우호적인 군사적 협력관계를 유지하였지만 가야지역에서는 경쟁이 점차 심화되었다. 이에 성왕은 왜를 끌어들여 신라의 가야지역 진출을 억제하려고 노력하였다. 백제의 가야지역 진출은 무령왕대 본격화되었다고 볼 수 있다. 그렇지만 성왕은 무령왕과 달리 가야 일부지역에 대한 영역화를 추진하고, 가야지역에 군사를 주둔시켜 정치적 영향력을 확대하고 신라의 진출을 차단하고자 하였다. 그러나 안라가 고구려와 내통하여 백제의 가야진출을 견제하려고 하였다. 이에 성왕은 551년에 신라를 끌어들여 고구려가 차지하고 있던 한강유역을 공략하였다. 성왕이 한강유역 전쟁을 추진한 배경은 안라가 고구려와 내통하는 것은 막고, 신라의 관심을 한강유역으로 돌려 신라와 고구려의 대립관계를 유도함으로써 가야지역으로의 진출을 막으려는데 있었던 것으로 이해된다. 그리고 가야에는 강국인 고구려를 물리쳤다는 인식을 줘서 백제의 영향력을 확대하고자 하였다. 성왕의 계획은 고구려와 신라의 밀약으로 실패하고, 신라에게 한강유역을 빼앗겼다. 그렇지만 성왕은 왕녀를 신라에 출가시켜 표면적으로 신라와의 관계를 회복하고 고구려와 신라의 관계를 대립구도로 전환시키려고 하였으나 의도한 바를 이루지 못하였다.
In this paper, I looked into King Seong’s policy toward Gaya by reviewing a relationship between Goguryeo, Silla and Gaya in his reign, and examined the background of the war around the Han River in 551 in competition with Silla and Gaya. Looking at King Seong’s foreign policy, you can see that he was the most active in advancing into the Gaya region. Unlike King Muryeong, there was no fierce battle the Han River area whereas the relationship with Goguryeo continued. As a result, the state of affairs in the reign of King Muryeong was maintained in general and Goguryeo’s attack in 529 resulted in a temporary loss of influence on the northern part of the Han River. The competition in the Gaya region was gradually intensified while maintaining a superficially good military cooperation with Silla. Accordingly, King Seong tried to deter Silla’s advance into Gaya by drawing Japanese force. The entry into Gaya region seems to have been verified during the reign of King Muryeong. However, King Seong, unlike King Muryeong, pushed ahead territorialization of some parts of Gaya region, and intended to expand his political influence and to block Silla’s advance by deploying military forces in there. By the way, Anla put the brakes on Baekje’s advance into Gaya by intriguing with Goguryeo. Thus, King Seong attacked the Han River area occupied by Goguryeo along with Silla in 551. It is understood that the background of carrying out the battle around the Han River was to prevent Anla from communicating secretly with Gogureyo, and to ward Silla off entering into Gaya region by turning its attention to the Han River area and inducing a conflicting relationship between Silla and Goguryeo. He tried to expand his influence on Gaya with a recognition that it defeated Goguryeo, a powerful kingdom. The plan of King Seong failed due to a secret agreement between Goguryeo and Silla which brought about the loss of the Han River area to Silla again. However, King Seong attempted to restore the formal relationship with Silla in his daughter’s marriage to Silla and to induce a confronting relationship between Goguryeo and Silla but it was all in vain.
