국내 교통사고는 매년 수십만건 이상이 발생하여 그 어떤 재난과 비교할 수 없을 만큼 심각한 인명 및 재산손실을 초래하고 있다. 국가는 국민의 생명과 안전을 지키기 위해 다양한 교통안전사업을 시행하고 있지만 여전히 선진국 수준에는 미치지 못해 보다 적극적인 노력이 필요하다. 교통안전 사업의 평가체계는 다음과 같은 두 가지 문제점을 지니고 있다. 첫 번째, 교통안전사업의 성과분석 및 평가가 사망자 수 감소에 집중되어 있다는 점이다. 두 번째, 교통안전사업 평가에 기존에 투자된 예산이 비용으로 처리된다는 점이다. 교통안전사업이 잘 운영되려면 교통안전사업의 정확한 평가를 통한 불요불급한 예산방지 및 예산효율의 극대화가 무엇보다 중요하다. 교통안전사업 시행에 따른 사회적 비용 감소효과를 과학적으로 분석할 수 있다면 명확한 원칙과 기준을 제시할 수 있을 뿐만 아니라, 교통안전사업의 효과를 높일 수 있어 교통사고 비용 감소에 크게 기여할 수 있을 것이다. 본 연구에서는 교통안전사업을 시설개선․교통단속 및 교육홍보연구라는 3가지 범주로 나누고, 사업별 예산투자에 따른 사상종별 비용감소효과를 분석하였다. 도로교통공단 연구자료인 ‘도로교통 사고비용의 추계와 평가’에 제시된 추계방법을 활용하여 2007년부터 2014년도까지 8개년간 각 지자체의 사고비용을 계산하였으며, 정부기관 문헌자료를 참고하여 8개년간 각 지자체의 교통안전사업 투자예산을 계산하였다. 이를 바탕으로 교통안전사업 투자예산과 사고비용 감소와의 상관관계를 분석하였다. 과거연구모형을 수정하여 사업 투자금액을 자산으로 분류하였다. 연구결과 사망자 사고비용 감소를 위해 가장 유효한 사업은 교통단속으로 나타났으며, 중상자 및 경상자 사고비용 감소를 위해 가장 유효한 사업은 안전한 보행환경 조성 사업으로 나타났다. 교통사고 현황 분석을 통해 주로 발생하는 사고유형을 확인하고 맞춤형 교통안전사업을 전개한다면 보다 효과적이고 수용성 높은 방향으로 사업이 시행될 것으로 판단된다.
Each year, more than numerous traffic accident occurred, with property damage and death. Country is doing various effort to reduce traffic accidents but can not reach the level of the developed countries. Therefore, more active efforts are needed. Transportation safety program evaluation system has two serious problem. First, many of the programme objectives are focused on traffic deaths. Second, transportation safety program budget are classified as expense. An accurate assessment and efficient budget utilization of transportation safety program is most important to the success or failure of traffic safety program implementation. If this study clearly analyze the effect of reducing social costs by transportation safety program, this study can provide a clear principles and standards. And it can increase the effectiveness of transportation safety program. So it will contribute to the social cost reduction. Therefore, this study analyze correlation between social costs and transportation safety program that are classified into three part such as improve traffic safety facilities, traffic control, education․promotion․ research. Road traffic authority’s research paper, ‘Traffic accident cost evaluation’ present evaluation method for car accident costs. So this study calculated each local governmental accident cost and traffic safety program investment budget during eight year(2007～2014). Based on them, this study analyzed on the correlation between accident cost and traffic safety program investment budget. This study modified research model so investment budget are classified an asset not a cost. As a result, the most valid program to reduce accident deaths cost is traffic control. And the most valid business to reduce accident injury cost is safer walking environment. Using results of this research, we must implement tailored transportation safety program. That were to happen, the transportation safety program will be implemented more effectively and receptively.
