Abstract
본 연구는 치안분야 R&D과제에 대해 DEA 기반 효율성을 분석하고 그룹간 효율성을 비교하여 개선점을 찾아보는데 의의가 있다. 이를 위해 2015년부터 2021년까지 진행된 경찰청과 행안부 사업 중 치안활동과 연관된 11개 사업의 111개 과제를 분석대상으로 하였다. 과제별 투입지표로는 투입예산과 참여 인력, 산출지표로는 창출된 국내외 특허, SCI(E) 논문수를 활용하였다. 그리고 치안 목적(과학수사, 교통안전, 대테러·경비, 범죄예방·순찰·수색, 신고·현장지원), 연구개발단계(기초단계, 응용단계, 개발단계), 연구수행주체(국공립연구소, 출연연구소, 대학, 중소기업, 기타), 세부사업(사업1~사업11) 4개의 그룹 간의 효율성의 차이를 비교하기 위하여 후속 분석으로 Kruskal-Wallis 검정과 Mann-Whitney U 검정을 실시하고, 분석결과에 따라 시사점을 도출하였다.
This study is meaningful in that it conducts DEA-based efficiency analysis for R&D projects in the field of public safety and finds points of improvement through comparison between different R&D projects. Among the projects carried out by the National Police Agency and the Ministry of Public Administration and Security from 2015 to 2021, 11 programs and 111 projects that were closely related to the police field were analyzed. As input indicators for each specific project, the input budget and number of participants were used, and domestic and foreign granted patents and the number of SCI(E) papers were used as output indicators. To compare the efficiency differences among 4 groups based on ①the purpose of policing R&D (scientific investigation, traffic safety, counterterrorism and surveillance, crime prevention·patrol·search, 112 reporting and on-site support), ②the R&D stages(basic stage, applied stage, development stage), ③the executing entities of the research (public research institute, government-funded S&T research institutes, university, SMEs, others), and ④ detailed projects (Project 1 to Project 11), subsequent analyses were conducted using Kruskal-Wallis and Mann-Whitney U tests. Subsequently, implications were derived based on the analysis results.
