Abstract
Five years after the publication of two in-depth studies into the use and usability of Health Impact Assessment, the authors in this chapter re-assess the development of Health in All Policies in the Netherlands. While local government leaders and operational policy officials are more often involved, the organisational middle managers are overlooked as important enablers of initiatives and means for Health in All Policies. They are also least open to coaching on the subject. An HiAP program could embed the current ad hoc projects into the operational processes, and most importantly to the municipal budget and control cycles. This way, such a program may also facilitate middlemanager engagement, as it establishes points of accountability in the control cycle. A program allows for a more cohesive, longer term strategy, as examples in other countries show.
