Abstract
Analysis of industrial accident trends among foreign construction workers and policy implications. The purpose of this study was to analyze trends related to industrial accidents among foreign construction workers and derive policy measures to reduce industrial accidents in the future. This study analyzed the general status of industrial accidents through trends in fatal accidents and industrial accident mortality rates and examined the current status of industrial accidents among foreign workers. Additionally, this study analyzed trends in industrial accidents among foreign construction workers since 2000 through BIGKinds analysis. The analysis results revealed through the study are as follows. Industrial accidents among foreign construction workers are gradually increasing, and fatal accidents in the construction industry are particularly high. In addition, it was found that solving the multi-level subcontracting problem, managing workplaces with less than 50 employees following the enforcement of the Severe Accident Punishment Act, and safety measures for foreign workers with language difficulties are important issues. This study presented the following policy implications. First, there is a need for systematic management of workplaces with less than 50 employees, second, establishment of a safety management model for foreign construction workers, third, strengthening of safety education for application of digital human technology, and fourth, a need for revision of proviso and discretionary provisions of industrial safety-related laws.
