연구목적 본 연구는 사회학적 접근을 통해 오늘날 프로축구심판들의 조기 은퇴 즉 탈사회화 경험을 탐색하고, 나아가 축구심판의 안정적 직업 환경을 조성하기 위한 축구심판 제도의 발전적 방안을 모색하는 데 목적을 두고 수행되었다. 연구방법 이를 위해, 프로리그 경기를 관장할 수 있는 1급 축구심판 10명을 대상으로 심층 면담을 수행하였다. 더하여, 축구심판 관련 언론 보도 및 정책 자료 등을 중심으로 한 문헌 조사를 수행하여 자료를 수집하였다. 수집된 자료는 질적 내용 분석 절차에 따라 분석하였으며, 이를 통해 축구심판이 조기 은퇴를 경험하는 요인을 세 가지 측면으로 도출하였다. 결과 첫째, 연구참여자들은 심판으로서는 경제적 안정성을 보장할 수 없기에 다른 본업을 하면서 축구심판 활동을 유지하고 있었으나, 심판에 대한 불합리한 경제적 처우 등으로 조기 은퇴를 고려하는 것으로 나타났다. 둘째, 프로축구심판 활동을 지속하는데 ‘체력 테스트’를 둘러싼 체력 테스트를 중심으로 한 제도적 불합리함으로 인하여 은퇴를 고려하게 되는 것으로 나타났다. 마지막으로, 연구참여자들은 대한축구협회와 심판위원회에 특정 인물을 중심으로 한 권력 및 파벌 구조로 인한 폐쇄적 카르텔로 인해 은퇴를 고려하는 것으로 나타났다. 결론 이처럼 오늘날 축구심판들은 특정 인물과 집단에 권한이 집중된 중앙집권형 조직 구조에서 각종 제도적 불합리함과 경제적 어려움을 경험하고 있었으며, 이로인해 본업이 아닌 부업으로 심판 직을 유지하거나 은퇴를 고려하고 있었다. 향후 심판이 하나의 직업으로 인정받기 위해 다양한 제도적 노력이 뒷받침되어야 할 것이다.
Purpose To explore the experience of early retirement by recent professional football referees through a sociological approach. Methods An in-depth interviews were conducted with 10 first-level football referees who are certificated to manage professional league games. The collected data was analyzed according to the qualitative content analysis procedures, through which, three factors that cause football referees to experience early retirement were derived. Results First, it was found that, since the subjects were unable to secure the income necessary to make a living through football referee activities alone, they regarded refereeing as a side job rather than their main job, and accordingly experienced early retirement. Second, it was fund that the harsh standards of the ‘physical fitness test’, which are essential requirements for professional football referee activities, and the absurdity, when they fail in passing the physical fitness test, of not being able to maintain qualifications as a lower level referee and being immediately suspended, make them to consider the retirement. Lastly, it was found that the subjects consider the retirement due to the closed cartel that has led the Korea Football Association and the Referee Committee to have a factional structure centered on specific individuals. Conclusion The results showed that football referees experience various institutional absurdities due to a centralized organizational structure in which authority is concentrated in specific people and groups and economic difficulties, which make them to maintain their referee positions as a side job rather than their main job or consider retirement. It is considered that various institutional measures are required in order for referee to be recognized as a profession in the future.
