19세기 후반 프랑스에서 탄생한 영화는 유럽을 넘어 전 세계로 확산된다. 시간이 갈수록 영화와 영상 콘텐츠에 대한 대중의 수요는 증가 추세를 보인다. 극장, 텔레비전 그리고 최근의 OTT에 이르기까지 현대인은 다양한 플랫폼을 통해 영화를 관람하고 영상 콘텐츠를 시청한다. 하지만 영화에 대한 높은 관심에도 불구하고 과학이나 수학과 같은 학문 분야는 물론 미술이나 음악과 같은 다른 예술 분야처럼 제7의 예술이 교육 영역에 정식으로 포함되었다고 평가하기 힘들다. 한국에서는 청소년을 대상으로 하는 영화 교육은 중·고등학교의 정식 교과에 포함되어 있지 않다. 영화 교육이 활발하게 이뤄지고 있는 국가로 캐나다가 있다. 캐나다는 영어권과 프랑스어권으로 나뉘어 있다. 프랑스어 사용자가 거주하는 지역인 퀘벡주(州)는 영어권 지역에 비교할 때 오랫동안 경제적, 문화적으로 낙후되었다. 그러나 1960년대 공공 영역의 정책과 민간 영역의 참여를 통해 퀘벡 사회는 대대적으로 쇄신된다. 그 과정에서 중요한 교육 개혁이 시행되었으며 관련된 결과 중 하나가 영화 교육의 실천이다. 퀘벡의 영화 교육은 민간 협회 중심으로 활발하게 이뤄진다. 지역의 시네클럽이 모체인 퀘벡 시네마 협회는 대표적인 퀘벡의 영화 교육 일원이다. 예술 영화의 상영을 목적으로 만들어진 후 회원의 자발적 참여와 퀘벡 주정부의 적극적 지원을 통해 협회는 성장한다. 초기 목표인 예술 영화의 안정적 상영의 목표 달성 후 차기 주요 과제로 영화 교육을 설정한다. 협회는 전문교육 프로그램인 ‘영화-눈’을 통해 영화 교육을 실행한다. 퀘벡 영화인과 협업을 통해 제작한 ‘영화-눈’은 중등학생을 대상으로 영화 교육을 제공한다. 동시에 교육 지도자인 교사에게도 영화 워크숍, 교사 연수, 교재 이용 등 다양한 교육 기회를 제공한다. 교육기관은 물론 비 교육기관에서도 영화 교육은 시행된다. 도서관, 청소년 센터와 같은 문화 기관에서 예술 영화 상영과 더불어 다양한 영화 교육이 이루어진다. 민간 영역에서 영화 교육을 담당하는 퀘벡 시네마 협회에 대한 퀘벡 주정부의 재정 지원을 통해 민간과 공공영역이 밀접한 협력 관계를 맺고 그 결과로 체계적인 영화 교육이 이루어 지는 것이 퀘벡 영화 교육의 주요 특성이다.
Despite the societal interest in film, it is hard to say that Film education has been formally included in the education sector like other artistic disciplines such as art and music, as well as academic fields such as science and math. In South Korea, film education for adolescents is not part of the formal education system in secondary schools. One country where film education is actively practiced is Canada. The French-speaking province of Quebec in Canada has long been economically and culturally backward compared to its English-speaking counterparts. However, since the 1960s, public policies and private sector involvement have led to a major renewal of Quebec society. In the process, important educational reforms were implemented, and one of the outcomes of these reforms was the practice of film education. Film education in the private sector in Quebec is centered around private associations. The Quebec Cinema Association, the organization of local cine clubs, is one of the leading Quebec film education organizations. Created to showcase artistic films, the association grows through member participation and active support from the Quebec government. The association implements film education through its specialized program "Cine-Eye". Cine-Eye offers film education primarily to secondary school students. It offers a variety of training opportunities for teachers, who are also educational leaders, including film workshops, teacher training, and access to teaching materials. Training is conducted in educational and non-educational institutions. Cultural institutions such as libraries and youth centers offer a wide range of film education in addition to artistic film screenings. A key characteristic of film education in Quebec is the close relationship between the private sector and the public sector, the Quebec government, through financial support for the Quebec Cinema Association, which is responsible for film education in the private sector.
