북한의 회계체계는 경제에 대한 국가의 중앙집권적이며 통일적인 지도관리를 반영하고 있다. 국가재정이 필수적으로 회계와 연관되기 때문에 어떤 체계로 정립하느냐 하는 것은 중앙집권적·통일적 체계가 관건인 북한에서는 매우 중요하다. 김정일이 회계 단위별 수입과 지출, 국가 이익금에 무결성을 분석하고 개선책의 정립을 강조한 데서 그 근거를 찾을 수 있다. 북한에서의 경영회계결산은 일정 기간 회계자료에 기초하여 기관 및 기업소의 재정계획 수행과 재정상태를 숫자적으로 확정하여 검토· 심의하는 것을 의미한다. 따라서 본 연구는 북한의 경영회계 결산체계와 절차를 북한 회계학 교재를 중심으로 검토한 결과를 제시하여 독자들에게 북한회계에 대한 이해를 증진하는 데 목적이 있다. 특히 북한 경영회계결산 제도는 대체로 결산체계와 절차, 계획수행정형표, 재정상태표, 실리결산표와 같은 결산서류의 작성 방법을 중심으로 이루어져 있다. 경영회계결산은 결산 기간에 국가로부터 받은 자금을 어떤 방식으로 집행하고 수익을 획득하였으며, 이를 통해 발생한 이익을 국가에 환원하는 일련의 과정을 확정 및 심의하는 활동을 의미한다. 경영회계 결산준비를 위해서는 모든 거래를 빠짐없이 등록·계산해야 하며, 미결거래를 청산하고 재산실사를 수행한 후 계산자료의 정확성을 검토·확인해야 한다. 북한의 경영회계결산서는 종류가 우리보다 다양하고, 일반적인 양식이 계획과 실적으로 구성된 특징이 있다. 이는 북한의 회계체계가 경제에 대한 국가의 중앙집권적이며 통일적인 지도관리를 반영하고 있다고 볼 수 있다.
North Korea's accounting system reflects the centralized and unified leadership of the state over the economy. As the national finance is directly linked to North Korea’s accounting system, it becomes more important to establish in North Korea, where centralized and unified systems are key. We can found the evidence from Kim Jong Il’s speech that emphasizes the flawless accounting on revenue, expense, national profit and improvement system measure. In North Korea, the closing of business accounting can be defined as the process of examination and deliberation about accounting documents, which contains performance and status of financial plan in organization and small business. Based on the North Korea’s accounting text book, this research shows the process and system about settlement of accounts in North Korea and helps the understanding of North Korea’s accounting system. The system consists of process and settlements of accounts in organization and small business. Also, they focus on the how to execute and distribute the government funds by confirming statement of processing plan, financial status, and settlement of accounts. Especially, they more emphasize on the closing of business accounting, which records every transactions. After preparation of closing of business accounting, the government thoroughly confirmed the settlement of accounts through due diligence.
