Abstract
서울시의 경우 문화재청이 제안하는 문화재 주변 역사문화환경 보존 지역에서의 건축물 높이제한기준(현상변경 허용 기준)이 현행 서울시 문화재보호조례에 의한 기준과 다르고, 역사문화환경 보존 지역의 공간적 범위에 따른 높이제한 기준 적용 방식에도 차이가 있어서 이에 대한 객관적인 검증이 필요한 시점이라 생각한다. 본 연구는 서울시의 사적(궁)을 중심으로 시민들의 인식을 조사하고 분석하여 이를 토대로 문화재 주변 역사문화환경 보존 지역의 공간적 범위와 그에 따른 건축물 높이규제의 한도에 대한 정비의 기초 자료를 제시하고자 하였다. 연구결과는 다음과 같다. 첫째, '해당 개발행위가 문화재에 미치는 영향이 많다'라고 판단되는 공간적 범위를 평가점수 8점(등간척도 10점으로 평가)으로 할 때 최소 100m부터 최대 500m 분포를 나타내었다. 둘째, '수용 가능한 건축물의 높이' 범위는 100m(서울시 국가지정문화재 역사문화환경 보존 지역 범위) 내에서 2층(8m)로부터 5층(20m)까지의 분포를 나타내었다. 셋째, 공간적 범위와 높이제한 범위를 나타내는 분포의 형태는 주로 간선도로, 용도 지역, 공공시설 등의 영향을 받는 것으로 분석되었다.
In case of Seoul Metropolitan Government, as the criteria of building heights control in Historic and Cultural Environment Conservation Area proposed by Cultural Heritage Administration is different from that in Ordinance on the Protection of Cultural Assets(Seoul Metropolitan Government) and the difference exists in the application of the criteria, the objectivity on the criteria of building heights control due to the spatial scope needs to be reviewed. This study aims suggest not only the spatial scope of Historic and Cultural Environment Conservation Area but the maximum building heights based on the investigation and analysis of the citizens' awareness. The results of this study are as follows: First, average 8 point(10 point interval-scale evaluation) line 'which means on that point the development arises the current conditions change of Cultural Assets' placed about 100m～500 m from the boundary of Cultural Assets. Second, the scatter plot analysis of 'acceptable maximum building heights' showed the range from 2 story(8m) to 5 story(20m) within 100m. And lastly, mapping types of spatial scope and maximum building heights were analyzed to be affected by main roads, zoning and public facilities.
