첨단 IT기술을 도시에 접목하여 미래도시를 실현시키기 위한 유비쿼터스 도시(Ubiquitous-City) 구축이 활발히 추진되고 있다. 유비쿼터스 도시는 기존의 도시기능을 강화하고 도시민의 삶의 질을 향상시키기 위해 유비쿼터스 컴퓨팅 기술을 활용하여 다양한 서비스를 제공하는 첨단 도시를 의미한다. 도시통합운영센터는 이러한 U-City의 효율적인 운영을 위해, 다양한 도시정보를 수집 및 분석하여 실제 U-City 서비스를 제공하는 핵심 기능을 수행한다. 유비쿼터스 도시의 건설 등에 관한 법률 시행령에서는 유비쿼터스 도시서비스를 제공하고 관리 및 운영하는 시설로 도시통합운영센터를 지정하였으며, 이와 관련한 다양한 연구 및 개발과제들이 진행되고 있다. 하지만 도시통합운영센터를 운영하기 위해서는 관련 법규와 표준운영절차, 권한과 역할 그리고 지원 시스템의 표준화 등에 대한 다양한 문제점이 제기되고 있다. 본 연구에서는 이러한 도시통합운영센터의 표준 운영모델 개발을 위해 도시통합운영센터의 개념을 명확히 정의하고 구성요소 및 현안과제들에 대한 분석을 수행하였으며, 이를 통해 표준 운영모델의 개발 방안을 제시하였다.
Ubiquitous City is emerging as a new paradigm in future city development. U-City imply an advanced city applied a new technology called ubiquitous, providing various U-services to citizen. In order to develop and operate U-City, it needs to build main operation center we called Intergrated Urban Management Center(IUMC). IUMC provide U-City core services and information of cities that is collected from U-Infra such as devices, sensors network and so on. In this study, development approach for IUMC is suggested. In order to embody the methodology, we research the conceptual framework and practical application by using the U-City event scenario.
