오늘날 미국은 대표적인 자유주의 시장 경제체제를 가진 국가로서, 탈규제적 시장 경제와 낮은 노동조합 조직률, 그리고 계급 간 이해관계 및 갈등 조정을 담당하는 범사회적 기관과 제도의 부재 등을 특징으로 하는 정치경제체제를 이룩했다. 본 논문은 이러한 미국의 정치경제체제의 기원을 탐구하며 “왜 미국에 사회민주주의가 없는가?”라고 하는 오랜 질문에 답하고자 한다. 이 질문에 답하기 위해 본 연구는 오늘날 미국의 사회보장제도 및 임노동관계의 기반이 되는 다수 정책들이 입안되었던 뉴딜 시대에 주목하여, 당시 노동계급의 압도적 지지를 바탕으로 한 개혁주의적 민주당이 이후 장기 집권했음에도 불구하고 미국의 정치경제 구조가 강력한 사회민주주의 정책 대신 규제 완화 및 적대적 노사관계를 특징으로 하는 자유시장 경제체제로 귀결된 역사적 경로 이행의 과정을 분석한다. 이를 위해 계급 중심의 권력 자원 이론과 국가 중심 이론의 논의를 비판적으로 검토한 뒤, 계급과 인종문제의 상호관계 속에서 뉴딜 시대 노동계급의 형성 과정을 재구성한다.
This research explores the roots of the U.S. liberal market economy and its labor-management relations with the central question: why is there no social democracy in America? Focusing on the New Deal era, it examines the emergence of fundamental social welfare policies and labor regulations that still shape the U.S. political economy. After crafting a critical historiograph on the conventional theories regarding the progression and regression of New Deal labor regulations, the research highlights the growing importance of racial subjugation in understanding New Deal labor history. It particularly focuses on the formation of the southern working class during that era and the entwined history of class and race.
