이 연구는 건강과 젠더를 분석하기 위한 포괄적이고 관계적인 관점을 확보하기 위해 ‘레짐’과 ‘젠더레짐’이 사용되는 기존의 용법과 쓸모를 검토한다. 여성 건강과 의료가 기술적, 정책적, 제도적 차원의 문제로 축소되는 경향을 넘어서기 위해서는 젠더 관점의 건강 지식을 실천과 더욱 가깝게 놓기 위한 이론적 도구가 필요하다. 다양한 학제에서 논의되는 레짐 개념은 그 정의와 범위, 쓰임이 다양하지만 건강을 보다 총체적이고 실천을 염두에 두는 방식으로 논의할 수 있는 틀이라는 점에서 가능성이 있다. 이 연구에서는 전체 연구의 지형 안에서 서로 다른 학술적 전통에서 출현한 연구를 종합하는 연구방법인 meta-narrative review를 이용해 (1) 레짐이란 무엇이고 왜 필요한가?, (2) 젠더레짐의 이론적 쓸모는 무엇인가?, (3) 젠더레짐과 건강은 어떻게 연결되는가? 라는 질문에 답하고자 하였다. 국제정치학, 복지국가론, 여성학의 논의를 너르게 검토한 결과를 바탕으로 저자들은 레짐이 제도, 규범과 이들의 관계에서 발현하며 젠더관계를 재생산하는 복수의 기제를 포괄하는 심급으로 다루어져야 한다고 제안한다. 지식과 실천 모두에서 젠더레짐을 고려하는 총체적 개입을 추구하였을 때 ‘여성의 건강(women’s health)’에 고착되는 좁은 이해를 넘어 ‘젠더와 건강(gender and health)’이 교차하는 사회적 논의로 나아갈 수 있다. 더불어, 젠더레짐과 관련한 기존의 논의를 검토하는 과정에서 성별화된 조직 문화와 규범을 바꾸는 실천이나, 사회에 내재한 폭력을 젠더 구조와의 연관 속에서 폭로하고 비판하는 지식의 교차적 위치와 중요성을 확인할 수 있었다. 젠더레짐을 젠더와 건강을 형성하는 사회적 실재의 교차를 아우르는 사회구성체로 위치 짓고, 이에 대한 논의를 발전시켜 나갈 필요가 있다.
This study examines the use and utility of ‘regime’ and ‘gender regime’ to gain a broader and more relational perspective for analyzing health and gender. To move beyond the tendency for women's health and healthcare to be reduced to technical, policy, and institutional issues, theoretical tools are needed to bring knowledge closer to practice. While varying in definition, scope, and application, the interdisciplinary concept of regimes holds promise as a framework for discussing health in a more holistic and practical way. Through a meta-narrative review that synthesizes research from different academic traditions within the overall research landscape, this study aims to answer the following questions: (i) What is regime and why is it needed, (ii) What is the theoretical utility of gender regime, and (iii) How are gender regime and health connected? Based on a broad review of the debates in international relations, welfare state theory, and feminist studies, we found the following implications:(i) the theoretical potential of regimes as manifestations of institutions, norms, and relationships between them; (ii) the importance of holistic interventions at the level of gender regimes that can transform the narrow understanding of ‘women’s health’ to ‘gender and health’; (iii) organization as a starting point to intervene gender regime; (iv) the theoretical importance of violence dimension to expose and critique the violence embedded in society. Therefore, it is necessary to position gender regimes as a social construct that encompasses the intersection of social realities that shape gender and health, and to advance the discussion of gender regimes.
