Abstract
This study aims to examine the support system for children from migrant backgrounds in New York City. New York City has a reputation for not only having a long history of immigration inflows, but also having a pioneering support system in both immigrant support and child welfare. For a general understanding of the support system for children with migration backgrounds, this paper first deals with the historical background in which New York City’s immigrant-friendly social atmosphere could be formed. Next, the local laws and administrative systems of New York City related to migrant support are summarized. Finally, the study reviews child protection systems and services and analyzes how New York City is solving the complexity of the two areas of migrant support and child welfare. New York City’s immigration background child support system can be used as basic data for an integrated understanding of New York City’s child protection system benchmarked by the Korean child protection system in addition to the history of immigration settlement. In addition, through the case of New York City, we tried to propose values and perspectives that Korean society must consider in supporting children from migrant backgrounds. Furthermore, it is meaningful as a prior study to establish a reference point for comparison for future research on the support system for children from migrant backgrounds in Korea.
