전통적인 범죄학연구는 주로 특정한 사람이 범죄행위를 하는 이유와 그에 대한 대응방안에 중점을 두는 범죄자를 중심으로 한 이론과 연구가 지배적인 경향이었다. 하지만 최근에는 환경범죄학에 대한 관심이 대두되면서 범죄가 발생하는 범죄공간 및 범죄유형에 대한 연구가 진행되고 있으며, 이러한 환경범죄학에서는 (1)범죄발생패턴, (2)범인거주지패턴, (3)범인에 대한 행태적 접근 등이 관심을 두고 있다. 범죄가 발생하는 공간과 범죄유형에 관한 연구가 이뤄지기 위해서는 거시적 연구인 도시의 구조적 패턴, 거주지분화, 도시성장의 거시적 과정에 대한 연구 등이 필요하다. 즉, 지역단위에서 발생하는 범죄, 빈곤, 교육, 정신병리 등과 같은 거주지 분화와 관련된 사회문제에 대한 연구가 선행되고 나서 범죄발생 장소에 관심을 두는 환경범죄학과 범죄유형이론에 관한 연구로 발전하게 되는 것이다. 따라서 본 연구에서는 환경범죄학에 근거한 범죄공간 및 범죄유형에 관한 연구를 진행하기 위한 선행연구로써 우선적으로 울산지역을 선정하였으며, 울산지역의 1997년에서 2006년까지 약 10년간의 범죄발생 추세를 분석하여 거시적 차원에서의 울산지역 범죄발생 특성을 분석하였다. 즉, 울산지역의 경찰관1인당 담당인구, 인구10만명당 살인 강도의 범죄발생율을 지표로 조사하였다. 또한 10년간의 총범죄발생 및 검거현황 전국과 울산지역을 비교하였으며, 전국 및 울산지역 인구10만 명당 범죄발생건수 및 10년간 범죄유형별 범죄발생 추이 그리고 소년범죄발생추이 등을 분석하였다. 이러한 울산지역 범죄발생 현황에 대한 거시적 범죄분석을 통해서 울산지역의 개괄적인 범죄현황을 전국과 비교하여 유사점과 차이점을 알 수 있게 하였다. 이후 이러한 연구성과를 기초로 하여 울산지역에 대한 보다 정밀한 범죄발생패턴, 범인거주지패턴, 범인에 대한 형태적 특징 등을 연구할 수 있을 것이다.
Crime reflects social problems of the urban area, rather than the indvidual problem of the criminal offender. In this sense environmental criminology theories show locations of problem areas of the city, and can be useful for police institution`s preventive efforts against urban crimes. In Korea, there are a few data on spatial patterns of the regional crime. So this is the preview study on the spatial patterns of urban crime in Korea The purpose of this study is to preview the crime characteristic analysis of Ulsan and this study examines urban crime in Ulsan in the period of 197-2006. The conclusions of this study are summarized as follows. Firstly, crime rate per 100,000 in Ulsan was higher than average of Korea in the period of 1937-2006. Secondly, the police power didn`t effect on the crime rate in the period of 197-2006. In Korea, the study of the spatial patterns of serious crime and behavioral characteristics of offenders is needed for the detailed analysis on the regional crime characteristics and police policy against urban crimes.
