본 연구는 대한제국시대(1897-1910) 중 일제의 통감부시대(1905- 1910)를 제외한 시기의 치안체제인 경부(警部), 대경무청(大警務廳) 그리고 경위원(警衛院)의 설립배경과 이 당시 치안체제의 역할과 기능에 관한 연구이다. 고종황제는 ‘황권을 중심으로 한 조선자강의 근대화’를 전제로 하고, 이를 실현할 구체적인 국가권력인 군권(軍權)과 경찰권(警察權) 강화를 도모하게 된다. 특히, 개항이후의 사회혼란을 수습하고 황권강화를 실현할 구체적인 국가권력으로 ‘경찰’을 상정하면서 중앙행정관청인 경부(警部)체제를 구축하게 된다. 하지만 경부체제가 고종황제의 의도와 다르게 운영되자 친위조직이라고 할 수 있는 경위원(警衛院)체제를 통해서 황권강화와 근대화를 추진하게 되며 경부체제를 경무청체제로 환원시키게 된다. 즉, 대한제국시대의 치안체제는 시대적 상황과 맞물리면서 경무청체제가 경부체제로 승격되었다가 다시 대경무청체제로 약화되는 등의 변화를 겪게 된다. 이러한 치안체제의 변화과정 속에서 고종황제의 친위체제인 경위원의 역할과 기능은 중요한 의미를 갖는다고 할 수 있다. 고종황제는 자주적인 근대화를 위한 제반 노력을 경주하였으며, 명실상부한 근대국가로 나아가기 위해서는 경찰권의 확립이 절대적이라는 것을 인식하여 이에 대한 많은 노력을 하였지만 일본의 극심한 간섭과 혼란한 국제정세 속에서 실패로 끝나게 된다. 본 연구를 통해서 대한제국시대의 치안체제 변천과정과 조직, 그리고 그 역할과 가능에 대한 이해를 도모할 수 있을 것이며, 이후의 일제 통감부시대의 치안체제를 이해하는데 도움을 줄 것이다.
The security system of the Emperor of Korea after Gabo Reform(Gabo Gaehyeok) had great influences on the control system of the Emperor of Korea, the contents and systems. This study attempts to analyze the characters and their effects on the security systems in the Emperor of Korea. For the purpose of this study, it examine the characters of two aspects; its system and role of the security system of the Emperor of Korea. In the Emperor of Korea, the security systems contributed to perform services for public welfare, which forced people to follow social order, such as supervision of public morals and management of sanitation as well as public security like prevention of a thief.
