최근 세계 각국은 잠수함의 전략적 중요성을 인식하여 잠수함을 독자적으로 설계 건조하는 산업기반 능력을 갖추기 위해 노력 중이나 다수의 국가에서 정책적, 기술적 요인 등으로 어려움을 겪고 있으며 우리나라도 같은 상황에 처해 있다고 볼 수 있다. 따라서 우리나라의 국가경쟁력을 강화하고 올바른 국방정책 결정에 기여하기 위하여 과거 국내에서 추진했던 잠수함 사업 사례들 뿐만 아니라 외국에서 최근 추진했던 잠수함 사업들을 분석함으로써 잠수함 산업기반에 영향을 주는 요인들을 도출하여 현재 우리나라가 국산화 정책으로 추진하고 있는 장보고-Ⅲ 잠수함 사업에 반영하기 위함이다. 잠수함 산업기반은 핵심기반인 설계기반과 건조기반, 그리고 지원기반으로 분류할 수 있다. 잠수함 선진국들은 이들 3가지 기반이 지속적으로 유지될 수 있도록 정책적인 지원을 하고 있으며 그중 에서도 특히 설계기반 유지에 중점을 두고 있다. 이러한 설계기반의 중요성은 잠수함의 특성상 수중에서 고압의 환경에서 작전을 수행하며 3차원 기동과 은밀성을 요구하는 잠수함의 특성과 소음감소, 유체역학, 피탐방지 등의 특수분야의 설계가 적용되는 잠수함의 특수성능에 기인한 것으로 볼 수 있다. 우리나라도 잠수함 설계에 필요한 핵심 기반인 설계기반 유지에 중점을 두고 병행하여 조선소의 건조설비 및 기술, 탑재장비 등 건조기반 유지와 잠수함 시험설비, 전력화지원요소 등이 관련된 지원기반 유지에도 각별한 관심을 집중해야 할 것이다. 우리나라가 추진한 잠수함정 건조사업과 미국, 영국, 호주 등 잠수함 선진국에서 추진한 잠수함 건조 사업을 분석하여 이러한 잠수함 산업의 3가지 기반에 영향을 미치는 요인들을 도출해 본 결과 국방부정책 등 16개 영향요인이 확인 되었으며 잠수함 사업과 연관된 방위사업청, 군, 업체 등 관계관들의 설문조사를 통해 영향요인에 대한 검증과 계층분석적(AHP) 기법을 통해 분석함으로써 16개 영향요인에 대한 중요도와 우선순위를 도출하였다. 이렇게 도출된 영향요인을 후속사업인 장보고-Ⅲ 사업에 반영시킴으로써 한국 잠수함 산업기반 강화에 기여코자 함이 본 논문의 핵심이다.
Recently, the strategic importance of submarine is being accentuated in many countries, so they``re trying to be capable of designing and laying down their submarines individually. However, they``re confronted with difficulties due to political and technical limits, and our country is in the same situation. Hence, this thesis will exemplify and analyze submarine programs forwarded at home and abroad lately to give a lesson to following programs such as Jangbogo-Ⅲ Program, which is being forwarded as localizing program, and in the end, to strength our competitive position and contribute to make proper decisions in our defense policy. The industrial basis of submarine can be classified into constructing base, supporting base, and designing base which is the most important one among them.. Senior nations give political supports to maintain these bases, especially focused into designing base. The importance of designing base results from a specificity of submarine, designed with various special fields such as noise reduction, hydrostatics, and avoidance against detection, which carries out operations underwater with high pressure that demands three-dimensional mobility and stealth. Our country should give support based on designing base which is the important base in designing submarines, and also should be concerned about maintaining constructing base related to construction facilities of shipbuilding yards, technology, and product mounted equipment, and supporting base related to test and maintain facilities of submarines. After analyzing submarine programs forwarded at home and abroad, and forming factors that influence three bases of these programs, 16 primary factors, such as policies of the Ministry of National Defense, were identified. Also, the importance and priority among these factors were drawn by verifying factors using a survey on persons from DAPA, the military, and several enterprises, who are concerned in submarine programs, and by using AHP (Analytic Hierarchy Process) to analyze factors. The main purpose of this thesis is reflecting these factors to the following Jangbogo-Ⅲ program and contributing to consolidate the base of Korean submarine industry.
